"I need to pay again for the same game with a few upgrades" The only way you bought more than two copies would be if you bought the PS3 standard version (2011) then the PS3 Legendary Edition (2013, which was expected since Morrowind, Oblivion, Fallout 3, and New Vegas all recieved similar editions, plus the extra content was available for the original release) and then the PS4 Special Edition (2016) and/or the PS4 VR version. So you would have bought the PS3 version and the PS4 version.
